14 models of high-standard farmland construction

Gradually, all permanent basic farmland will be built into high-standard farmland. Inner Mongolia has 134 million mu of permanent basic farmland, of which less than 40% are of high standard. How to gradually build all permanent basic farmland into high standard farmland in accordance with the requirements of the Party Central Committee is a major task for the whole region at all levels. In recent years, local governments have promoted the construction of high-standard farmland in accordance with local conditions, and explored some practices with regional characteristics. The Political Research Office of the Party Committee of the Autonomous region, together with the Department of Agriculture and Pastoral Affairs, formed a research group to conduct a multi-angle comparative analysis of the practice of high-standard farmland construction in various places by “dissecting sparrows” and other methods, and summarized and extracted seven categories of 14 typical models.

Mechanism innovation

 

1. “Three breaks, five unified, one new” model. In response to the problems that have plagued agricultural production for a long time, such as fragmented land, uneven land, unmatching irrigation and drainage, many dike-ditches, low protection efficiency of forest network, and serious land waste, Bayannur City has gradually formed a “three breaks, five unified, and one new” model in the construction of high-standard farmland. That is, to break the contracting boundaries of farmers, the chaotic land boundaries, and the chaotic layout of canals and roads, to excavate canals, repair roads, plant trees, level the land, divide the plots, and reallocation and management after completion of regulation.

 

The “three breaks, five unification, one re-” mode mainly includes” breaking “and” standing “two aspects,” breaking “is the tangible boundary of farmland, better use of the right to operate,” standing “is” small field into big field “, facilitate modern production and management, and achieve multiple effects such as arable land integration, area increase, quality improvement and promotion of large-scale, mechanization, standardization, intensive production and management. For example, in 2020, the high-standard farmland construction project promoted by the whole area of Erdaoqiao Town, Hangjin Houqi, involves 8 administrative villages, with a construction scale of 68,200 mu, mostly the “flower field” of coarse edge Daweir, which is broken in accordance with the “three breaks, five unified, and one re-established” model. After the completion of the project, 5,257 mu of new cultivated land is added, and the quality of cultivated land is improved by an average of 1 grade. The comprehensive mechanization rate of agriculture has reached more than 90%, the road accessibility is 100%, and the average increase of 200 jin per mu is about 700 yuan per capita. This model has been widely promoted in Hetao irrigation area, and the situation in other areas is different from that in Hetao irrigation area, so it can be promoted according to local conditions.
